Welcome to Round 6 of the MHCLG PropTech Innovation Fund!

This submission form has two parts:
- Questions about your consortium. Download the “Questions about your consortium” form here. Complete all sheets in full. Submit it as an .xls or .xlsx file via the online application form.

- You can find the full list of these questions here. This document is provided to help applicants develop and collaborate on their proposal prior to the deadline. Important: All final responses must be submitted through the online application form. Submission of this document alone does not constitute a complete application.

Important: Only one application is required per consortium. Applications should submitted by the Lead Applicant. Only one organisation must be nominated as the Lead Applicant. This must be a UK-registered PropTech Provider.
Purpose of the Fund
As set out in the roadmap for modern digital government, digital transformation is a fundamental enabler for modernising the planning system. However, wider adoption of PropTech solutions remains constrained by systemic barriers such as data silos, skills gaps and uncertain procurement cycles. Round 6 of the Ministry of Housing, Communities and Local Government’s (MHCLG) PropTech Innovation Fund aims to support digital innovation within planning and housing delivery processes by tackling these systemic barriers and scaling proven solutions alongside existing HMG-wide projects.
Round 6 will make £2.4 million available to up to 12 consortia of PropTech providers, local authorities and their partners to deliver a more efficient planning system that can enable the delivery of 1.5 million homes in this Parliament.
Challenge Statements
We are looking for a portfolio of different solutions that meet either of the two Challenge Statements set out below.
CS1: How can we enable scalable digital approaches that help align evidence and policies across plan-making boundaries and tiers?
CS2: How can digital interventions reduce delays caused by Section 106 negotiations (e.g. viability), to accelerate Local Authority decision-making on applications?
In general, we are looking to scale proven innovations in PropTech rather than test entirely new solutions. To that end, we will look to fund:
- Deployment and testing of proven PropTech solutions across local authorities and sites, including development of new features, integrations, or applications that enhance or extend existing solutions, and
- Creation of reusable digital assets (e.g., toolkits, templates, playbooks) that can be adopted beyond the pilot (including by the ‘Secondary’ local authorities).

Type of grant
Open competition for grant funding. This programme will award grant funding through an open and competitive process to eligible applicants, in accordance with the published eligibility and assessment criteria.
Who can apply
All applicants must be UK-registered entities.
Applications must be submitted by a consortium comprising:
- Core consortium led by PropTech provider: Mandatory members include:
- At least one UK-registered PropTech provider.
- At least one ‘Primary’ Local Authority.
- At least one ‘Secondary’ Local Authority, who will participate in testing, learning, and scaling activities.
- Other Partners: Participation from these organisations is not mandatory, but will be viewed positively. We welcome additional partners within the consortium, including:
- Asset builder / owner / manager from the public or private sector (e.g., developers, development corporations).
- Voluntary, Community and Social Enterprise (VCSE) organisations.
- Academic institutions.
- Planning professionals (e.g. architects, planners and design consultants).
Funding available
The total funding available for Round 6 of the PropTech Innovation Fund is £2.4 million. The maximum amount available for each application is £205,000 – please see full breakdown of how this money can be distributed across members of the consortia in Section 4 of the Prospectus. We reserve the right to increase the total amount of funding.

Your data will be retained for a maximum of 7 years for audit purposes and then securely deleted or anonymised.
